據路透社21日報道，8月21日，國務委員兼外交部長王毅在北京與薩爾瓦多外長卡斯塔內達舉行會談。會談後，兩國外長簽署了《中華人民共和國和薩爾瓦多共和國關於建立外交關係的聯合公報》。薩爾瓦多總統薩爾瓦多·桑切斯·塞倫在一次全國電視講話中表示，該國政府已經中斷與臺灣的外交關係，轉與中國建交。
公報主要內容如下：
中華人民共和國和薩爾瓦多共和國，根據兩國人民的利益和願望，茲決定自公報簽署之日起相互承認並建立大使級外交關係。
兩國政府同意在互相尊重主權和領土完整、互不侵犯、互不干涉內政、平等互利、和平共處的原則基礎上發展兩國友好關係。
薩爾瓦多共和國政府承認世界上只有一箇中國，中華人民共和國政府是代表全中國的唯一合法政府，臺灣是中國領土不可分割的一部分。薩爾瓦多共和國政府即日斷絕同臺灣的“外交關係”，並承諾不再同臺灣發生任何官方關係，不進行任何官方往來。中華人民共和國政府對薩爾瓦多共和國政府的上述立場表示讚賞。

薩爾瓦多是中美洲面積最小的國家
該國發展多以農業爲主，工業基礎薄弱，近年來經濟增長緩慢。對外貿易佔國內生產總值的一半以上。主要出口咖啡、棉花、蔗糖、蝦類、紡織品等，主要出口對象國爲美國、危地馬拉、洪都拉斯和哥斯達黎加。據中國外交部網站數據，2017年中薩貿易額8.89億美元，其中中方出口7.73億美元，進口1.16億美元。中方主要出口紡織品、鞋類、車輛、機械設備、化學品等，進口電力機械、金屬礦砂等。
薩爾瓦多被稱爲“火山之國”
薩爾瓦多位於中美洲北部。北鄰洪都拉斯，南瀕太平洋，西部、西北部同危地馬拉接壤，東臨太平洋豐塞卡灣。中美洲面積最小，人口最密的國家。地形以山地、高原爲主，多火山，聖安娜活火山海拔2，385米，爲全國最高峯；北部爲倫帕河谷地；南部爲狹長的沿海平原。
薩爾瓦多咖啡是指產於南美洲小國薩爾瓦多的咖啡，該地咖啡體輕、芳香、純正、略酸，風味特色是均衡度極好，是中美洲的特產。具有酸、苦、甜相等味道特徵，最佳的烘培度是中度、深度。
90年代初，游擊戰爭大大地破壞了該國的國民經濟，使咖啡的產量從70年代初的350萬袋下降到1990--1991年的250萬袋。該國東部受游擊戰爭 影響最大，許多農夫和工人被迫離開莊園。資金短缺致使咖啡產量大跌，由過去的每公頃產量1200公斤下降到今天的每公頃產量不足900公斤。
此外，政府1986年對出口咖啡額外收取15％的關稅，即在現存30％的稅收之外再徵收15％。稅收連同不利的互兌率，使咖啡出口極度減少，質量也隨之下降。
政府終於認識到咖啡在國民經濟中的巨大作用，例如：解決就業、賺取外匯和發展農業生產等，因此在1990年把部分咖啡出口工業私有化，希望以此增加咖啡在出口市場中的所得率。
今天，這種咖啡佔全國出口量的40％。質地最優的咖啡在1月到3月出口，35％的特硬豆出口德國。
全國劃分爲14個省，其中7個省出產咖啡。
境內擁有20多座火山，有“火山之國”的稱呼，境內最低海拔爲0米，最高爲聖安娜活火山2385米。
1524年，成爲西班牙殖民地。
1821年，脫離西班牙統治，獨立。
1824年，加入中美洲聯邦，包括危地馬拉、洪都拉斯、尼加拉瓜、哥斯達黎加、及墨西哥。
1841年，脫離聯邦，獨立，成立共和國。
咖啡生產簡史
1742年，咖啡由加勒比海地區傳入薩爾瓦多 。
19世紀中期，薩爾瓦多原有的出口支柱靛藍（Indigo，染料的一種）產業收到歐洲人工合成染料的發展逐漸衰退，咖啡在政府主導下逐漸成爲主要出口產品。
1856年，首批693袋咖啡豆運往歐洲。一直到第二次世界大戰，歐洲一直是薩爾瓦多最重要的咖啡客戶，二戰以後，該地位被美國取代。
20世紀70年代，薩爾瓦多創紀錄的生產了35萬袋咖啡。隨着內戰加劇，咖啡產業陷入動盪。
薩爾瓦多的咖啡生產一度受到國內政局的影響，1992年各方簽署和平協議，內戰中止。咖啡產業開始復甦。
咖啡風味
咖啡風味與產區的小氣候有關，總體上，薩爾瓦多咖啡繼承了中美咖啡的溫和品質，整體柔和、微酸，有美好的甜度，也適合用作拼配。
精品薩爾瓦多咖啡也會令人印象深刻，包括某些pacamara種，活躍的酸度，具有層次感及深度的味道，悠長的餘韻。 很多咖友也很喜歡薩爾瓦多地區的豆子，尤其是我們熟悉的帕卡馬拉Pacamara， 帕卡馬拉種是難得的人工選育下的優秀品種，青出於藍而勝於藍，完美的繼承了母株的優點，既有pacas種的出色口感，生豆顆粒同時繼承了malagogipe的大個頭。Pacamara種被認爲是追求大個頭阿拉比卡種的結果。
別小看薩爾瓦多的咖啡產量。全盛時期，它曾經是世界第四大咖啡產國，但內戰了數十年，幾乎拖垮咖啡業，所幸近年停止戰亂，咖啡業亦恢復生機。內戰爲薩爾瓦多國家帶來的唯一好處就是農民任田荒蕪，未能趕上近二十年來最流行的卡提摩曝曬式栽培列車，因此保住了古老的波旁、鐵畢卡品種，也就是說，薩爾瓦多仍採用最傳統遮樹蔭的方式栽植，對咖啡的提香有正面意義。
2005年，薩爾瓦多混血品種帕卡馬拉在coe耀武揚威，讓很多國際杯測師亂了陣腳，不知如何爲它評分，萬萬沒料到這款雜種豆不但打破了咖啡既有的香醇疆界，也拓展了薩爾瓦多咖啡能見度。
薩爾瓦多精品咖啡集中在西部的聖塔安娜和西北部恰蘭坦南果火山岩產區，這幾年的杯測賽前十名幾乎全出自於這兩個產區，海拔約900-1500公尺，主要以波旁爲主（佔68%），其次是帕卡斯（佔29%），混血的帕卡馬拉、杜拉艾、卡杜拉只佔3%。
咖啡收穫季從11月一直持續到來年的3月份。都是採用手工採摘方式來採收咖啡鮮果。
總體上來說，薩爾瓦多咖啡繼承了中美咖啡的溫和品質，整體柔和、微酸，有美好的甜度。同時又具有自己的特點：芳香的味道略帶酸味，十分柔和;純淨沒有雜味，味道平衡度絕佳;如同奶油巧克力般的順滑感覺讓人印象深刻;咖啡在口中那種綿密的感覺使得咖啡擁有深度的味道，悠長的餘韻。
薩爾瓦多咖啡的等級劃分標準是依據種植海拔高度劃分，最高等級爲SHG：
SHG：Strictly High Grown-1200米以上;
HG：High Grown-900米以上;
CS：Central Standard-600米以上。
薩爾瓦多與COE賽事
薩爾瓦多是高品質商業阿拉比卡豆的生產國，以嚴格有效的品質控管著稱。
2003年開始，加入COE賽事。憑藉優秀的古種咖啡，成功打入精品咖啡市場。
咖啡組織
UCAFES：Organization of coffee producity cooperatives of el salvador，產量佔總數的25%； UCRAPROBEX：Organization of Land Reform Coffee Producing & Processing Cooperatives，包括土改前無土地的小農戶，產量佔到總數的10%；
ABECAFE：Association of millers and Coffee Exporters，含99家處理廠和大部分出口商；
The Association of Coffee Producers of El Salvador，代表全體咖啡生產者。
以上四家咖啡組織再加上4個國家研究所，構成一個咖啡政策的制定機構——
薩爾瓦多咖啡協會 Consejo Salvadoreno del cafe（salvador coffee concil），該組織參與咖啡推廣、數據收集及國際合作。
